With some of today's browsers, you can adjust pictures to fit your screen, adjust how the web page prints in printing properties, and a host of other options.
You can basically adjust how you see someone elses design by overriding.
I used to use a Comaq IPAQ and surf the web using our school district's wireless Internet access points. That is when I learned about the need to do a separate site using text only... or very small graphics.
When I first got started in bamboo, I carried around the IPAQ to record how people said plant names and to keep a database of my bamboo or bamboo I wanted. That really didn't work all that well because of the small screen and my older eyes.
I started out in the early 1990's doing web pages for Texas State Technical College. Everything at the time was 640 x 480. As I moved to the local school district as Director of Instructional Technology, I was designing the web site and developing how all users in the District would see the pages. I built the "image" used on all computers. That means I got to choose which browser, which monitor, which resolution, etc.. This was for over 8,000 systems. As we evolved, and the cost for a monitor came down, we moved to larger resolutions as a standard. The "image" contains everything on the main system hard drive that we use to clone all incoming computers systems.
I am now Director of Public Information/KHGN TV/Web Services for the school district. So, when I saw all the white space left by the smaller graphics, I decided to move to a larger area... but still tried to keep everything on one page. Take a look at our district site at: http://www.harlingen.isd.tenet.edu/ We get hit on a weekly basis with things that have to be on the site by the state. We had to move to a larger standard to utilize the available space better. Developing the standard was easy because I knew how everyone in the District would see the site. If you purchase a laptop or desktop system today, more than likely you will be above 800 x 600.
I went back to school in the mid 1990's and got a masters degree in educational technology. I remember all the discussion at the time related to screen resolution etc.. It just seems a lot has changed. More and more I see wider displays... or two monitors. In my offices, we all have two monitors... but, we are doing a lot of video editing and graphics on those systems.
More and more, systems are moving to a 16:9 ratio for screen size to adapt to High Definition standards... change will continue to play a role in all of this. Have you seen the new laser tvs coming out some time later in the year.... that will change everything again. Change is part of the process.

It's me, the Gigantic Monitor lizard, slithering back into the topic I started, to say thanks. I wrote a long, amusing reply to all queries which I thought hilarious and clever, but somehow it never posted, probably my fault. Too bad too, since there were more than a few clever references to size, and how guys sometimes get a little too sensitive over size questions. Considering the myriad devices, portable and desktop that are now on the market, I think it's fair to say that there is no definitive design standard anyone can absolutely point to and agree on. I appreciate you thinking over the question Bill (and the rest of you too, a fine group of rum characters, one and all, far and wide, clever and cute and intelligent too. I think monitors are measured diagonally, which makes my "standard" monitor 15 inches, rather than the 12 inches I originally quoted. But yeah, it's small, I agree. All we know for sure, is that things behind the screen will keep changing. And I will probably continue to skip posts that run way wide of my own pitifully small window on the Internet universe ...

I don't quite under all the issues in relationship to having to scroll left and right. Yesterday, on one of the topics on this forum, page 1 had several pictures and a lot of posts, but the page fit my monitor perfectly. Page 2, with only about 3 post, no pictures, and no reason that I could tell why, I had to scroll left and right. Sometimes web page links seem to extend the screen- 
But having to scroll left and right to read a post one hell of annoying feature, yet I don't mind having to scroll on a big pic, that's showing some good detail.
