My new shoots are dying. Why?

I have some Vivax and some of my new shoots are dying. Does anyone know why? Is this normal?

i know that some of mine abort occasionally but the majority of them make it. i've also been guilty of keeping the soil too moist and rotting the bases of the new shoots.

In most cases especially with younger plants this is totally normal.

I have a 3 year old Oldhamii and this year it went crazy with large shoots. Most of them are shooting up great and are about 15' tall. Several have only grown 5" or so and don't seem to be growing anymore at all. I'm hoping they keep growing. Not sure why they stopped. But we'll see.
