Does anyone know what the matter is with this new stem? It looks like it has dried up at the top and stopped growing. There is even some white stuff at the point where it bends.
Should I be cutting it off? Or just leave it be?

The shriveled part is dead. Many biotic and abiotic factors can cause this to happen, but it is nothing of concern.
You can cut the shriveled part off, if you like. It will make no difference to the plant.
