I don't think it is a percipitaion issue, at least w mine. It is always at least a month later than the other Phyllostachys I have. Nuda and vivax lag behind bissette and the aureosulcatas, but only by a week or so.

F robusta would be a generally good choice for non invasive bamboo. Expect a height of around 2-2.5 meters. You might want to have provision for covering the plant itself to prevent leaves from being desiccated in cold wind. It would not have to be covered all the time, but since it is so small, I'd cover greens for wind events. Also make sure planter can drain.

It is also important that water can not collect in container and freeze later. If block of ice forms in container, plants will likely die.

Wow, you planted a fine garden in the place in CA, I remember when you were posting pics of early plantings there. I could imagine it would make one a little wistful, however HI will be an improvement, no doubt.
