You can bury the chopped up bamboo, or remove with or have the debris removed with skid steer with grapple attachment. Ongoing mowing will eventually successfully suppress the growth. I don't have experience with that variety, but 60 or 80 mil HDPE barrier should do the trick. I do most of my commercial plantings in some kind of berm, plus the massive one I have planted between me and the main road. The only tick is to make a trough in center of berm and put bamboo in it, so it can easily watered, and it looks like you have that covered.

I've seen that too, fully defoliated culms use most of the spring energy re leafing, so there is not much left for new shoots. I'm not sure if killed to ground gets going faster than defoliated over the long term however. It probably depends on the variety and age of culms involved.
