The culm is a goner. Generally leaf curling does indicate a lack of watering but it's not always true. Like my Moso will leaf curl no matter how much water I feed it if it's painfully hot outside. Same deal with my Henon. It's going on 13 years now with minor upsize. It's taken up a whole lotta" space too.

When I first started this project a few years ago, I dug up a large culm that was 50' tall and 3" diameter. The root ball was approximately 200to 250lbs and was about 3' diameter. I'm hoping that in the next 5 years I start seeing some new growth close to that size. How many years exactly? :al...

Not much you can do right now besides playing the waiting game.

If it does not shoot this spring or early summer I'd say your chances of new shoots next spring is next to none, at least coming from my experience.

You will probably know soon enough if you see the culms turn pale.

In a place like the UK I bet you can move them anytime of the year. Obliviously you want to try and avoid digging them up in the middle of shooting season.
