Cooper12, I think that Leo gave great advice here recently regarding growing Fargesia, it was the same advice I had received and ignored years earlier. if you go with runners I really like semiarundinaria faustosa. Its really upright pretty drought tolerant . It has deeper rhizomes than phyllostachys though. I also like Sinobambusa tootsik though you may be pushing hardiness

Heres my thoughts living in a zone 8. First off anytime you push zone limits on a bamboo starting with a small plant or division is tough. should also note the variegation is minimal. the few stripes are like fine pinstripes . not sure if it will get larger stripes or not.
