Don't the Phyllostachys seem to alternate weaker and stronger shooting years? Or is that just what it seems like? Last year for mine was a pretty weak season -- this year it's crazy strong.

Is it possible that you have 2 plants mixed together there? (Both the same variety) Could happen if your original division had more than one rhizome section in it. Might be an explanation. If we say "that's not normal", what will you do about it?
My advice: try to be patient. That shoot will start growing soon. Or not. (Probably yes.) You'll get other shoots too.

If the leaves never unroll even when in shade and well-watered, then you probably do need to remove some. You can prune the culms, remove some branches, remove leaves, etc. You just want to make sure that remaining leaves are fully hydrated (not rolling). If they're completely drying out, that's a w...

Problem with F. rufa is that it is not a tall plant -- maybe 7-8' tall. Not sure if that's what you want for a privacy screen.

I wouldn't worry too much about 30ºF -- but I know from experience that thinner shoots (like Fargesia 'Rufa') get whacked by 26ºF. I don't know the exact temp that wiped them out. Semiarundinaria fastuosa is running, but how much it spreads each year depends on your climate. Raised bed will not contain running bamboo. In ground barrier is best option for containment, but can be difficult to install, especially in a narrow area. Plus the bamboo will eventually become rootbound...
