It would allow more space but I'm not certain that it would encourage the plant to shoot in that area.

I've never harvested Moso shoots but I understand that they are often buried as soon as they emerge in order to keep the sun off, my version of this for other species was to cover the emerging shoot with a small plastic pot and when the shoot lifted it off the ground I'd cut them off maybe 6-8"...

I look forward to seeing it with mature shoots. I have 7 species with new shoots in the last few days, one is suggesting a considerable upsize but we'll see, one is one an un-ID'd guy and I'm hoping the shoot displays adult features to see if an ID is possible.

I'm starting to see some upsize on small bamboo, here is Nastus elatus starting to show a more mature looking shoot, long tip blades. Clicking the photo will enlarge it and you can see the white powder near the top giving the blue effect that is known from this bamboo's culm leaves.

I'd leave them, it sounds like your bamboo is in a survival type mode for some reason and is pushing smaller culms.
