The only way to train bamboo to hopefully entice it to grow in one direction I would think is to continuously root prune in the side you don't want new growth to appear. Are you certain of what type you have? How long have the hedges been planted?

I know B. Multiplex Silverstripe has a lot of variation, so perhaps this is what you have and it's just reached the point it decided to show it's true colors?

Bamboo will shed it's leaves when stressed due to lack of water as well as once a year while new leaves are produced, so that will always be an issue. The larger diameter bamboos are going to need room to grow to reach their true potential, so your requirements for that may not be achievable. That b...

Must just be something with those two bamboos, as neither my Lako and Viridiflavus have any new shoots popping either. My Mutabilis also has no new shoots yet.... :|

How tall is the main culm? So you have a picture? I ask as I have taken many single culm divisions that send up what I call whip shoots first, followed later in the season by some much nicer sized culms.
