Given the size & lack of roots it might be best to wait till Spring. Unless you feel you can dig all withoiut dirupting the rootball.

A photo of Phyllostachys arcana (primotina) at Jens' in Copenhagen. It flowered in 2013 at Pez' in Munich. She sent seeds to Steffen in Heidlberg. Steffen send seeds to me in Nova Scotia. It's not exactly dry here, fog abounds but not much in the way of summer rains, You might try Fargesia sp. 'Scabrida'. Here it's shown locally within 100ft of the North Atlantic Ocean. It's been surprisingly hardy and very fast growing. Picture was taken last week.

F. nitida is perfectly hardy here in Nova Scotia Z6 and I have seen it thriving in Z5 to our north in New Brunswick and Prince Edward Island. Cool summers, especially cool nights, are imperative.

Fargesia sp. 'Scabrida' just shooting now. It had a few fried leaves at the top caused by an extremely brief low of 0F back in late December. Fargesia J#1 would be ideal as it loses its leaves in winter. However I have no idea if it would toleratre alkaline soil.
