Not enough info in picture for me to ID it. You may have to wait until spring and see what the shoots look like.
Maybe someone can tell something by leaf grouping. Try to get a picture that shows that better. Size reference on leaves may also help.

I'd guess Pseudosasa japonica.

Yep. Dead ringer for Arrow in my book too... (Ps. jap.)
