I find that brown tips usually come with lack of drainage usually when there's a bit too much water, but some of it should happen anyways. They are sensitive to just about everything in the early stages.

Chlorosis where the newer leaves get lighter and lighter often with striping could be a variety of deficiencies. Sometime native soil can correct that, but it could be anything from magnesium deficiency to iron. Maybe even nitrogen. Kelp, or some micro-nutrient rock dust may correct it. I'm sure Tarzanus has seen it quite a bit.

My limited experience with bamboo seedlings has taught me to go very lightly (low concentrate) with any fertilizer applied. As mentioned, it is also easy to over water.

Are those white stripes solid stripes or do they happen to fade in? Solid stripes can give you a chance of having a color chimera such as edulis summer snow. Colors on the culms probably won't appear until you get much bigger culms so that will be much harder to tell.

If you grow enough seedlings, some of them are bound to mutate. You will probably get a few goldstripes if you sprout a few thousand seedlings such as this one. It's kind of blurry, but this moso did produce goldstripes on its culms along with variagaton on leaves. Someone else has this plant now.
