Did you get them recently?

Here's P. primotina seed but I only know of one plant that flowered in München this year. Good chance all Phyllostachys seed look much the same.

Is it still illegal to import bamboo seeds, or has that restriction been lifted (or expired)?

I see them on ebay all the time for sale? I know that does not answer your question...

Was it here that somebody posted the story of a USDA inspector showing up and seizing or destroying his entire bamboo collection because of something (seeds?) he got from overseas? I tried searching but couldn't find it.

I'm not trying to worry you terrabamboo, just trying to share info. Of course I can't verify that story, or even that I'm remembering correctly, but still worth being cautious.

To legally import seed you have to go thru the USDA and they will plant them in 2 pots and if the plants are shown to be disease free they will send you the pots.

I think the quarantine period for seeds is 6 months.

You cannot keep more than 2 pots worth of a single species, seeds or plants.
