Ask the seller when it produces shoots (the dates, not just "spring"). Ask what part of the country they live in. Ask if they have any photos of the shoots. Ask them to rub one of the culms up and down -- does it feel rough going up and smooth going down?

It's probably phyllostachys auresulcata aureocaulus, but it is a gamble to buy from a lot of eBayers, or aliexpress sellers especially if they don't know what they are selling.
