If and only fi it is a dendrocalamus then with the small leaves strictus would be a good guess.
Most Dendros have huge leaves strictus being an exception maybe.

assuming it is dendrocalamus strictus how long will it take to mature (over 20 ft )?

just a guess (it is to cold for them to get full size here) if in ideal conditions 3 to five years to it's full size around 50 to sixty foot.
