I don't know the tropical species well enough to know how many share similar characteristics but Bambusa vulgaris shoots are quite similar to yours. The black hairs were a minor irritant to me much like cacti needles but not so severe, they would stick in my skin and itch a tad. B vulgaris is the most common species in places like the Carribean, Mexico etc - Lahore, I can't say. But when trying to ID bamboo to me it makes sense to start with the most common species in the area and then look at the particular plant to see if it fits that ID. In your case I'd start with B vulgaris as the shoot blades and the hairs match but the branch foliage I see does not look quite right to me so hopefully someone more familiar with tropical bamboos will give you more suspect species.
