You probably need to give it another week for it to show it's true form. One thing I find with dulcis as well as other bamboos is when they first emerge, they don't look like they way they should, and they are not even at their full diameter yet. Mine has emerged a few days ago, but with highs in the 40s for a couple days, they won't be making any progress any time soon.

Here's mine for comparison.

My latest blog has pictures of all the bamboos that have started shooting so far, and out of my bamboos, yours looks more like dulcis than any of my other species.

like maybe it's a rhizome tip and not a true shoot? my nigra keeps doing that. the tips come up but look nothing like the hairy shoots that come up later.

so almost a month later the shoot in the op is still the same size with no others arising. an adjacent plant that is upposed to be the same variety put up this shoot (see pic). this shoot only resembles nigra to my untrained eye. it is definitely not nigra though. the culms are green bleached to yellow where they were in previously the hot sun and smooth (not rough like an aureosulcata).

Appears to be one of the nigra forms, perhaps not a black form based on your description.

no sign of black spots or stipes on the older culms. does bory start to color right away or does it take years? maybe it's Henon. that would be cool except that i deliberately put it in a spot near some mite infested black (assuming that reports i have read on dulcis being mite resistant); this would be ok to just move & replace with some dulcis in the winter but then i would be moving the henon that may have picked up some mites to an area i have been able to keep mite free. oh well, maybe i should just sell it to someone else as dulcis like it was sold to me...
