I've seen before this page before, but I've never noticed this point.

Look at the 2nd picture from the bottom. To the left of the picture of the
black bamboo there is this caption:

Black bamboo, au-metan, Bambusa lako, growing near Gariuai, Baucau.

Look at the culm sheath blades. They are reflexed as are the culm sheath
blades in Gigantochloa atroviolacea.

Bambusa lako culm sheath blades are erect and lay against the culm:

I agree with your observation. B. Lako has culm sheath blades that stay straight and do not reflex.

Hard to come up with an ID on the picture however. Sorry I can't offer more.
