If your stand has also had some successful shoots that kept growing, I would not worry about ti too much. A lot of times Phyllostachys will put up more shoots than the stand can support, it aborts some, & grows some.

If all the shoots stopped coming up, something mat be wrong. This would be as likely to happen due to lack of water than anything else, at least in my yard.

Some abort when they are already quite tall. My Phyllostachys aureosulcata 'Spectabilis' likes to abort fat diameter culms that are already more than 1m tall every year. At first, I was worried, but then I figured out it's normal behavior. Moso and aurea on the other hand usually abort much lower (can be thick culms, but usually after they grow over some point, abortion is rare) height culms. If they abort, they abort soon after they emerge out of the soil. My Moso for example keeps them alive until the rest of the shoots are half way grown, then it aborts. I have a feeling that in case something would happen to the existing shoots, the dormant ones would not abort but rather take off instead.

Those aborrted shoots are bamboo's insurance policy. It wants to put out as much new growth as it can afford. Since there are always critters that like to eat or stomp on young shoots, it comes handy to push out a few extra.
