Black discolouration on leaves of P. japonica

Could anybody tell me what this is, what causes it, and if I need to take any action. I would describe it as a black fungus, but I saw no aphids on the leaves. The plant was planted last year as a small division, in a raised bed, and has been dwarfed, somewhat unexpectedly, by the vigourous new growth of the adjacent plant. Therefore, could it be stress-related, as you sometimes see with conjested shrubs? Thanks in advance!

Can you wash it off with a wet cloth?

Oops! I just brought a leaf into the house with the intention of wiping it with a cloth and found the underside
crawling with aphids!
