I have inspected multiple days and unable to find any tiny insects hiding under/inside anywhere. I'm not convinced it's Mealy Bugs, but could be.
Its not cob-web like. More like dry paint, flakes off.
Perhaps sooty mold (I read it can be white also).

I have Safer Brand 3-in-1 Spray (Insecticide, Miticide And Fungicide), but did not want to saturate the bamboo with it unnecessarily yet.
It appears to still be growing branches and leaves just fine.

I've got a heavy dose of it here and I think it is mealy bug. Pull off a culm leaf or leaf sheath and it is lousy under them.

I am living with a big crop of bamboo mites out here, I've not even tried to fight them but this looks like white paint ran down the emerging culms on many species and the closer I get to the sheathes I start to see substance and then cotton, under the sheathes it gets ugly.

but my (your) Nana mostly top died in the winter. Then grew back with a 7' cane. But during the summer, the leaves needle up everday. No matter the watering.
110° today, yet my other bamboos are unphased lol.
It's very temperate. My Winters are too cold and summers too hot. Unless it can eventually adjust as it ages, might have to give it to someone in a more modest climate, closer to the coast. idk

Mine out here also curls it's leaves everyday when in direct sun and then unrolls when not so I don't think in my case it is an issue but I rarely see 85F so yours must surely be more extreme. Sounds like it needs shade there or as you suggest, the bay area climate.
