Not quite sure if I want to guess, but it looks as though this is a year's growth and then plant is killed back to the ground ever year and this is just the remaining tops. If so, then I don't believe it is a bamboo and is probably a plant that is mistaken for bamboo by a lot of people.

You live in an area that might be a good test to see what bamboos would thrive (perhaps "survive" would be a better word) in your neck of the woods.
