Does anyone know if you can import Bamboo from Europa to the USA? And if so how are the guidelines?

Yes, but not easily. You have to go through the USDA and there are lots of protocols, essentially when they have open slots you can apply for one, if you get one they'll arrange to have the plant shipped to them, they grow it in quarantine for a year and if all goes well they release it to you.

USDA does not charge, you have to buy the plants of course and someone will have to be on the shipping end and remove every leaf before shipping so that may cost a bit.

They have to remove every leaf, what is the purpose of that? Seems like that would kill a lot plants.

Bugs and bad things can hide on foliage is the thinking I believe.

Do they wash the roots off too, or sterilize soil somehow? Lots of potential nastys can hide in soil too.

On my import we had pretty clean bare rhizomes and leafless stumps. It was around the end of November in southern Netherlands perhaps in the 40's and washing those clean was freezing that day! For my trip then I hand carried them back on the plane and I had dipped the rhizomes in a gel for moisture retention, that was fine with them.
