Don't usually cut culm's at the end of the growing season, (October) usually cut them in spring, as culms emerge, that is when they get cut. This is when the "out of bounds" escapee's become obvious. I only apply herbicide if the culm is in a spot where it is not possible to dig out the rhizome. I paint herbicide then, onto the cut end of the culm or rhizome. If it is possible to dig out sufficient rhizome, I avoid the herbicide completely. I don't like using the herbicide, so if I can avoid it I do. Rocky, stone laden soils sometimes make it impossible to dig.
